Is it just me, or is the federal government funding of private schools and the private health insurance rebate?

forms of middle class welfare that many would be still be able to use, but would choose not to use if the federal government took those away which they are planning to? most people who are in the private sector are middle classes or upper classes using them, very little are people on the dole and lower incomes, so why support upper middle class people? the whole idea of welfare was to help the neediest, not those in the middle or upper enchelons, why did the howard government ever start supporting those who use private, don't people understand the word private?
